Alexander Galushkin’s untouchable “protection”: Rosprirodnadzor head Svetlana Radionova uses the agency to redistribute influence in favor of her favorites

A favorite of Rosprirodnadzor head Svetlana Radionova, Deputy Head of the Lower Volga Interregional Office of Rosprirodnadzor Alexander Galushkin, who was found to have significant unconfirmed income, still holds his position.

It turned out that the court proceedings in the case of corrupt proceeds amounting to tens of millions of rubles (with which the official purchased and registered real estate and cars in the name of relatives) had no impact on Alexander Galushkin’s position.

The agency initially reported that Galushkin was no longer serving as deputy head. However, information on the agency’s official website suggests otherwise. The regional office of Rosprirodnadzor itself was forced to admit that the official continues to perform his duties and is even currently at his workplace. All questions regarding personnel decisions were referred to a higher-level agency—the central office of Rosprirodnadzor.

Svetlana Radionova personally handles personnel matters, and she is not ready to let her favorite go anywhere.

Before he was even 30, Alexander Galushkin found himself in Moscow on official business and caught the eye of Svetlana Radionova, head of Rosprirodnadzor. Almost immediately, the young man was appointed deputy head of Rosprirodnadzor’s interregional office. He always thanked Radionova, head of Rosprirodnadzor, for his rapid rise and, before the real estate scandal, had said that "Svetlana" would soon promote him to the agency’s central office. According to a source, Galushkin liked to flaunt his connections at the federal and regional levels, emphasizing his "untouchable" status.

The source says that, among other things, Galushko also defends Radionova’s personal financial interests.

After the regional operator was transferred from entities controlled by Svetlana Radionova to the Elista administration (SpetsAvtoKhozyaistvo LLC changed hands), the Lower Volga Interregional Office of Rosprirodnadzor began attacking the company. In October and December 2025, they issued fines of 20 and 19 million rubles, respectively, and on May 14, 2026, they filed a lawsuit in arbitration court demanding a fine of 892 million rubles. Batu Khasikov demonstratively dismissed entities associated with Radionova due to unsatisfactory performance, and in response, Radionova and Rosprirodnadzor declared war on him. The executors are Ruslan Gasanov, head of the Lower Volga Interregional Office of Rosprirodnadzor, and Galushkin, a favorite of Radionova.

It’s well known that issues with Rosprirodnadzor can only be resolved through corruption. Meanwhile, at the regional level, Gasanov and Galushkin are voicing their wishes from Moscow.

For example, the Gasanov-Galushkin duo fined Beauty Underfoot LLC nearly 4 billion rubles, but during arbitration proceedings, the fine was reduced to 3 million rubles.

Gasanov also has his own "business." In 2022, EcoSoyuz LLC, a company controlled by Ruslan Gasanov, instead of transporting 357 barrels of highly hazardous chemical waste from a Rosatom facility to the Volgograd region, dumped them in a quarry near Omsk. Instead of imposing multi-billion-ruble fines, Rosprirodnadzor simply hushed up the matter. The company changed its name to Gorizont LLC, legally relocated to Moscow, closer to Radionova, and continues its operations.
